Meet Our CEO
Mahmoud Tarifi is a distinguished civic leader and institutional executive with over 45 years of service in the San Gabriel Valley. As the former President of the Islamic Center of Claremont (ICC) and a key leader within the Islamic Shura Council, Mahmoud has spent decades managing complex community assets and religious endowments (Waqf) with the highest standards of Amana (Trust).
A recognized expert on refugee integration, Mahmoud’s humanitarian work has been featured on ABC News, NBC News, and KFI 640. His fearless defense of working families and Syrian refugees is documented extensively in the LA Times, the Daily Bulletin, and the Claremont Courier. Officially honored by the LA County Board of Supervisors and a participant in projects recognized by the prestigious Sherwood Prize, Mahmoud has collaborated directly with Congresswoman Norma Torres, Supervisor Hilda Solis, and regional Mayors.

THE FAITH LANDS ACT (SB 4): OUR LEGAL POWER
Al Medina Charity utilizes the California Faith Lands Act (SB 4) to transform underutilized religious land into a "City of Mercy." This landmark 2024 legislation grants us the unique authority to build high-density, 100% affordable housing "By-Right."
The Benefits of SB 4 for Our Partners:
• Ministerial "By-Right" Approval: The law overrides local city zoning. The City must approve the project within 60–90 days if it meets state standards, bypassing political delays and public hearings.
• Density & Height Power: SB 4 allows us to achieve record-breaking densities (up to 120 units per acre) and grants 3 extra stories of height above local limits, ensuring we maximize the value of the Waqf.
• Legal Protection: This pathway provides a statutory exemption from CEQA (Environmental) lawsuits, which often cost developers millions in delays.
• Fiduciary Security: By using SB 4, Al Medina "locks in" these development rights permanently, securing the land's value for the Islamic Center and its partners
The Al Medina Halal PPP Model
Al Medina Charity utilizes a Public-Private Partnership (PPP) model that is 100% Sharia-compliant and Riba-free. Instead of traditional interest-bearing bank loans, we secure Government Equity and Federal Tax Credits to fund our developments. This creates a "Mudaraba" (Joint Venture) structure where the state provides the capital and Al Medina provides the expertise. Because this is a Non-Recourseinvestment, the land remains a protected Waqf, and our partners never pay a dollar of interest or face any financial liability.
